The only upside I can think of is that it might possibly open the market for smaller ISPs who offer varied services. Of course those smaller ISPs will have to negotiate agreements with the owners of the fiber/copper lines, who will almost certainly price them into oblivion. That's what happens when you set up your systems to favor monopolies ... you get a monopoly. Good governance. It's nice, if you can get it.
