   Just to be clear on that [if lt IE 11] code snippet, the top part 
gets "executed" if true (meaning if ANY version of IE is the rendering 
browser), the bottom part gets "executed" if false (meaning ALL other 
browsers).
   I chose the number 11 because then when IE10 comes out i would need 
to make no changes.

Not strictly true.

Non IE browsers have no reason to pay any attention whatsoever to any of 
the html comment between <!-- and -->

Firefox, for example, just sees a single html comment.
