Lent is of course locked to Easter, and in Brazil occurs in late Summer or early Autumn, like the end of Summer Time. I gather that they do *NOT* want to have a clock change, with a repeated hour, during Carnaval. So, if that would happen by the ordinary rule, TZ = BRT3BRST,M10.3.0/00:00,M2.3.0/00:00, they postpone the end of Summer Time by a week.
