If there is a valid assumption that large portions of the range
is not used then one could try a sparse list approach.

Instead of 30 bit indexed array then go for a 14 bit indexed
array of pointers to 16 bit indexed arrays that first get allocated
when needed.

But it did not sound from the original description that it would
be the case.
