Unless I've missed something, nobody has yet been able to reproduce
the problem you originally reported:
- Eric Douglas tried it got the unsurprising result, but his use
of `static' may have confused things (I think it's a red herring,
but even so ...),
- Jan Burse tried it and got the unsurprising result,
- I tried it and got the unsurprising result.
Only your reported result was surprising -- and it would be well
to understand why that is so before you go looking for dark corners in
the specificity rules.
