Yes. In ML-like languages, a case statement is the only way to access the contents of the node. Also, if your case branches are non-exhaustive, the compiler can notice that and squawk at you. That eliminates lots of errors of forgetting to check that a list is non-empty.

So how is this any different from a language which insists that every
pointer access has to check that a pointer is non-NULL? It's not, is
it? You could do something like this in Forth with a variant of the
CASE statement:
@case
nil-of ... endof
<do stuff>
@endcase
But I suspect that most of the time you'd do this
@case
nil-of npe throw endof
<do stuff>
@endcase
for convenience. Which is what a SEGV handler does anyway.
And then you could introduce a handy word
: @
@case
nil-of npe throw endof
@endcase ;

You could define the list type as something like this (Haskell syntax,
ML looks a little different but works about the same way):
-- this defines the cons datatype, with accessor functions
-- car and cdr to get at its fields
data Cons a b = Cons { car :: a, cdr :: b }
-- this is a discriminated union of Nil or a field containing a cons.
data List a = Nil | Nonempty (Cons a (List a))
A cons node here is a pointer can only be made with the Cons
constructor, so it can never be null. E.g. the car and cdr functions
know (statically, because of type checking) that their arg is a cons, so
they don't have to check it against null at runtime. In this
representation (unlike Lisp), a cons is its own datatype and is not a
list all by itself.
If you're traversing a list, you do have to check with a case statment
that each node is a cons, before you can access the cons to progress to
the next node. E.g. you could write something like:
mapcar f Nil = Nil
mapcar f (Nonempty (Cons x xs)) = Cons (f x) (mapcar f xs)
which is syntax sugar for a case statement on the second arg to mapcar.
(This is an inefficient implementation for ML since it's not tail
recursive and can cause a big stack buildup, but it's ok for Haskell due
to lazy evaluation).
The above is just illustrative and I think ML and Haskell don't actually
have naked conses in their normal list type. List is defined more like:
data List a = Nil | Cons a (List a)

Fortunately, Forth is not C. A zero is the perfect end to a linked list,
lending itself to fast, simple loops of the form,
BEGIN LINK @ WHILE ...

C can have a non-zero value for NULL. The only requirement for NULL is it's address doesn't match the address of a valid C object. I.e., NULL is being used as a sentinel value or magic number. One of the original C89 authors provided a simplified example of how to implement a non-zero NULL, many years ago. Unfortunately, a non-zero NULL is a major source of confusion for those new to C and even many "experts" in C, since C's syntax usually allows for '0' and 'NULL' to be used interchangeably. Obviously it's possible to represent the end of a linked list without such a pointer. (And in many Lisps, NIL is not represented as an invalid pointer.) With regards to *checking* for the end of the list, there may be no semantic difference. (Unless you want to rely on a null pointer exception?)

WITHIN suffers the same problem as DO LOOP. It attempts to accomodate
signed and unsigned types at the same time, saving separate implementations.
This is the hell caused by the original sin of having the same
+ for signed and unsigned ints.
My tests for WITHIN are cavalier:

Nice summary. Actually, I've found WITHIN to be quite useful in applications, for things like testing parameters to be within legal ranges. Any time you have users entering numerical arguments, for example, it's best to test them for being legal before doing anything else. When you know all your parameters are appropriate, you can avoid a lot of testing at lower levels where it's usually more expensive. You may display current values in green when they're normal and yellow or red when they start to go out of limits. That sort of thing. The point here is probably that B < C in the clockwise case, and in the counter-clockwise case, it's B > C. I'm not sure why you reimplement within.

SWAP WITHIN is definitely and provable equal to WITHIN INVERT, and the
definition you gave is certainly not WITHIN.
