Programming language etandards mean nothing without a well defined
machine architecture.

Someone can claim the standard means something specific, but without a
defined computing architecture, which specifies the exact results, they
can't prove it.  It's like building a house in the clouds.  There is
no foundation without an architecture being defined.  That's true of
C and Forth.  When the attempt to prove something in a standard actually
means something, they're forced to cite a specific implementation that
has specific capabilities.  This happens whenever someone is arguing
the any of the C standards or the ANS Forth standards.  Fortunately,
Forth defined the machine architecture for some of it's standards.
Unfortunately, no foresight for future changes was designed into
those earlier Forth standards.
