Having programmed in C and a PL/1 variant, I can say PL/1 is just about
equally as powerful as C.  I wouldn't say it is more so in any way.  It has
areas where it is less effective and _one_ in which is better.

The numbers for C and PL/1 should be close, but I think PL/1 should rank a
bit lower than C.  The numbers for C++ here rank C++ slightly better than C.
I think they should be reversed.

If you look at the function point rankings at that link, PL/1 ranks above C
by quite a bit.  I think PL/1 should be slightly lower.  The link above
seems more accurate, but still skewed.  C++ ranks well above C and above
PL/1.  I think that's just wrong.  Forth ranks above both PL/1 and C.  In
implementing my Forth interpreter, I've not seen anything in Forth that
would rank it that high, comparatively, to either C or PL/1.

So, the question is how accurate are the metrics of 'function points'
really?  Those numbers are usually calculated from completed projects.  But,
do they adjust for programmer skill and experience level?  I doubt that they
do.
