If programs were allowed to alter the returned string, what should the
output of TYPE be? Is the returned string required to be in RAM?
Should it make a new copy every time it runs? How long is that copy
guaranteed to live?

That's certainly a good approach in an implementation. However, if
Forth-2012 required it, and we wanted to add a new escape code in the
next standard, that would mean a system satisfying the next standard
would not be Forth-2012 compliant. OTOH, maybe that is preferable to
the present approach where each system can do it's own extension
(e.g., treat upper-case escapes as if they were lower case), and when
we want to add a new escape code, we find that we cannot do it because
they all are already taken in some system and entrenched in code
written for that system (what happened with "{").
