Yeah, you're probably right. 0001 would be black, but so would 1110.

So back to the same problem of choosing the best set of 16 colours to 
could be combined via patterns to display any photographic image.

Of course we could just use 3 bits, RGB or CMY, but then the 4th would 
be wasted.
