A "compiler" is only part of an "implementation". The exact meaning of
"compiler" is unclear, but I think there's general agreement that the
linker and runtime library are not part of it.
I might *informally* refer to the process of generating an executable
from a source file as "compiling", but strictly speaking it's compiling
and linking; `gcc -c foo.c` compiles, whereas `gcc foo.c -o foo`
compiles and links.
