That may or may not be true. The more information that a
compiler has about an application the better it can optimize.
The vicious circle many developers get into is deciding if they
are describing a problem for a set of code generating tools
or implementing a solution.

Simple solutions do not always produce the best (depending on
the definition of "best") results. In the long battles between
asm vs C implementation it is clear that asm "could" always
produce an equal or better solution to C, but that is rarely true
except for trivial programs.

Compiler can do many things that asm programmers cannot
easily do. (accounting, ram allocation, full ISA usage and
execution threads for example)

In languages where a lot of unambiguous application information
is available to the compiler then very tight application code can
be created.
