Nothing in that whole section of the standard applies here (to the previous
program upthread) because the object is being accessed through lvalues which
is its declared type (both through *p and *q).
Those special rules you are appealing to for character types say nothing
about those character pointers being allowed to go out of bounds!!!
For instance
{
int x[2][2];
memset(x[0], 0, 4 * sizeof(int));
}
Here, the character pointer is derived from the address of x[0], yet it is
used to overwrite the adjacent array.
That aliasing-related section of the standard tells us we can access objects
through a character lvalue; but it does not grant that we can displace a
character pointer from one object to another.
If you believe that x[0] and x[1] are separate objects such that array
displacing cannot take place from one to the other, then to be consistent,
that belief has to extend to character-based indexing also. If x[0][3] is out
of bounds, then so is (char *)x[0][3], or (char *) x[0] + 3 * sizeof(int).
If pointers carry such strict bounds information, it will not disappear under
casting.
