It is not valid for the purposes of dereferencing. A portable program can initialize a pointer to null: it is not a bad value. Other kinds of invalid pointers ere not only invalid pointers, but invalid values. Portable programs cannot use such pointers in any way; even just creating one and assigning it to a variable is undefined behavior.
