It's not /trivially/ constant time since, as has been pointed out, the
spliced sub-list list needs to be scanned for length.  I don't see how
it could be constant time unless std::list::size's constraint were to be
relaxed.

Not in the draft I have.  And it's been the same in C++ 03, 11, 14 and
20.

I don't think they changed it.  And I don't see how it could be anything
but linear if the length has to be maintained.

I agree that there is a trade-off here, and that C++'s choice did not
suit your algorithm, but they didn't change anything, and the common
cases of splicing into a list always have been O(1).
