So far as I know from the examples I've seen, in the US both signs are 
just "50" and indistinguishable.  The second sign is apt to be after a 
junction, probably a major junction.

For route marker assemblies, that's called a "confirmation marker",
but I don't know if there's a name for the analogous speed-limit sign.
It's the same R2-1 sign either way, and MUTCD at least doesn't seem to
distinguish these repeat speed-limit signs from those that are posted
at the beginning of a speed zone.

The UK doesn't use "rappel".
However the speed sign at the start of the limit is large and 'repeat' 
signs are smaller.

In Denmark the 50 km/h limit is announced when you enter a city, town or 
village. No reminders.

There's a main road near me where the limit is 70 km/h, dropping to 60
near busy intersections. But the road passes a school, and the limit
near schools is 40 (at certain times of day). So there's one stretch,
not far from our house, where the limit goes from 60 to 40, then back to
60 for about fifty metres, and then back to 70.

I note your use of "should".
When the 20mph limits were introduced here (Wales) a large number of 
those signs[1] were either painted out or turned around so they were not 
visible.  That was 3 years ago and most are still in that state.

They're a wild lot up in them thar hills. Our road is on a straight
section with a 20 limit. We get the occasional delivery van and a few
teachers doing 20 or below. Most do c.28, the loons up the hill (other
hills are readily available around here) usually go at c.37, with the odd
extreme idiot doing 50+. We did look into getting the council to install a
speedcam after our car was smashed into, but it's a lot of faff.

That wouldn't work in England.  All roads have bumps of some
description; in towns and villages there are dozens of chicaines created
by badly-parked cars and there are hardly any bicycle paths along roads
because we don't have many bicycle users.

when I learned to drive (late 1950s), there were only 2 speed limits: 30 
mph in built-up areas ans 20mph in Royal Parks (Arthur's Sat, Edinburgh, 
in my case). Then they wanted to turn Park Lane, London, into a dual 
carriageway. The northbound lane is in Hyde Park! So, the Royal Park 
speed limit became 30mph - even in Edinburgh

Since then, we now have speed limits of  20mph, 30mph, 40mpg 50 mph , 60 
mph & 70mph,  Very confusing.

Google tries to tell me that this is from long ago.
The speed limit is back to 20, one of the lanes is bus only,
and there is a bidirectional bicycle path. (mostly broken up)

Edinburgh would be Arthur's Seat, I presume?
Google tells me that Queen's Drive around it is also back to 20.
(and with a bicycle and foot path)

for road maintenance to begin with? (let alone for reconstruction?)
Richard's point is valid, I think.
The apearance of a road and the speed limit on it
should be in harmony in a way that users understand intuitively.
Imposing arbitrary speed limits on roads that look
like they were designed for more speed just doesn't work.
(except for generating tax income)

The practice may be different...

I hace heard that damage to roads increases with vehicle weight, so
electic cars are causing a lot of the problem.  Continuous rain during
the last Winter hasn't helped: pneumatic tyres act like pistons and
force the water into any small cracks, which enlarges them to the point
where the road surface begins to delaminate from the base.

I have a cynical view of this:  In England, local taxes are paid into a
central government pot and then returned to those local councils who
best meet the central government's objectives.  If the council doesn't
do what it is told, it won't receive any funding.

In a desparate scramble for funds, the local councils have to satisfy
central government demand for ever-more-severe traffic restricting
measures.  Each year the council needs to produce a list of
driver-infuriating measure it has taken in the name of "road safety", so
it puts in 30 mph limits where they eran't needed, then changes parts of
them to 20 mph the following year - then changes some more the next year
...and so on.

Bath has nearly run out of places to put traffic lights so they are now
putting pointless speed humps in places where speeding isn't a problem.
They do, hovever get a substantial income from speed (revenue) cameras
and a draconian force of traffic wardens who enforce parking restictions
that were put in, despite the local residents opposing them tooth and
nail for years.

I occasionally drive in the UK and learned this from you right now. Now, I will
likely be working on the assumption that the limit is 30 mph in such an area,
but their are plenty of people driving in the UK who never passed a UK driving
test, it seems a weak argument for a reasonable request.

It's probably asking too much to expect visiting drivers to read the 
Highway Code (though it is available free-of-charge here: 
<https://www.gov.uk/guidance/the-highway-code>). Apart from anything 
else, it has become indigestible - 310 rules now, many of them long-winded.

I have a copy from 1966 which contains only 94 rules (it did cost a 
tanner, so wasn't such good value).
