USB tethering can be an easy option too. It just depends on whether your 
mobile phone makes it easy to enable USB tethering. If it does, enable 
it, disconnect the PC from Wi-Fi (or any other connection) and connect 
your phone by USB to your PC and that should be all you need to do. It 
slowly charges your phone too.

  As Paul mentioned, USB thethering does not only require setting things
up at the phone end, but also at the computer end, so the computer can
use the phone as a modem. Not rocket-science, but probably unfamiliar
territory for most who have never done it.

  OTOH, with a mobile/Wi-Fi hotspot, one only needs do configure the
hotspot on the phone and the computer end is similar to how it's used
for any Wi-Fi connection, i.e. like the existing home Wi-Fi connection.
Also setting up the phone end is similar to setting up the Wi-Fi access
point of the broadband modem/router, so both ends should be familiar for
the user.

  Besides that, a mobile/Wi-Fi hotspot can be used for multiple devices.
USB tethering can only accomodate one device.

  For example during our last trip with four people, we had a laptop,
four phones and three tablets, which could all share my 'big' mobile
data bundle.

It took me longer to unplug the enthernet cable than to set up USB
tethering (fist time ever), the phone showed up as a USB ethernet
device and "network manager" automated everything.  Without the GUI network
manager it would no doubt been considerable effort.

Maybe with ancient out of date mobile devices and ancient out of date 
versions of Windows. But it just worked when I did it recently.

  I hadn't any problem either, but then I've been doing this stuff since
the early 2000's.

  But for someone who has never done it and is unfamilar with the
subject matter, the mobile/Wi-Fi hotspot route is much more natural,
because, as I said, the Windows side is the same as setting up a
connection in your home, to a public hotspot (I mentioned Maccas), etc..

There was literally nothing extra to do. It was easier than using 
hotspot because I didn't need to enter a password or anything.

Turn on USB tethering on the mobile device when connected to the PC with 
USB and a Windows driver called "Remote NDIS based Internet Sharing 
Device" auto installs and you're ready to go.

  Have you found the place in Settings on your phone where it says
'Mobile Hotspot' or something similar? If so, configuration should be
trivial (see my (quoted) comments below).

  If not, Android 9 is quite old, but I have used a mobile hotspot on an
Android 4 smartphone (from Telstra! :-)), so your phone should have it.

  Android Settings are mostly brand/model and Android version dependent,
so there is little point telling you how it's on my phone. At least one
reader has an Android 9 phone, so perhaps he could post instruction for
his phone (but very likely a different brand).

  Well, the *Wi-Fi* is great and the coffee is quite good. Didn't say

Under "Network & Internet", one option is "Hotspot & Tethering", I am 
offered

1. 'Wi-Fi hotspot' which says "Not sharing internet or content with 
other devices"

2. (Greyed out) 'USB Tethering' "Share phone's internet connection via 
USB" and the associated slide switch is also Greyed Out.

3. 'Bluetooth tethering' Share phone's Internet connection via Bluetooth 
.. and that slide switch is turned off but can be turned on.

And the note at the bottom of that screen states "Use hotspot or 
tethering to  provide internet to other devices through your mobile data 
connection. Apps can also create a hotspot to share content with nearby 
devices."

So to this under-educated User this seems to be where I want to be ..... 
except I can't turn the Wi-Fi hotspot capability ON!! ;-(

O.K., just as I was leaving that screen, I clicked on option 1, above, 
which brought up another screen where I could turn the Wi-Fi hotspot 
*ON* with the name "Aspera Jazz 2", Security WPA2 PSK, about a dozen 
dots under the "Hotspot Password" heading (Did I set that password some 
time ago?? No problem, tapping on that setting shows the Hotspot 
Password. YEAH!!) .... then under the "Advanced settings" ...

1. Turn off Hotspot automatically if no devices connected.

2. AP band 2.4GHz

3. Reset 00B

4. Max connections 6 users

5. Connected Users Zero (Greyed out)

6. Blocked users Zero (Greyed out)

Only been to Macca's three times (count them ... three time) and all I 
learnt was that the Thick-Shakes are good!!

I don't think he is hardware-rich, and cutting over his desktop,
if the desktop does not immediately work on the tether arrangement
(over Wifi), then he won't be able to post back until he restored
the cable for the original setup.

The network interfaces on Windows, would use metrics, and some
interface has a higher priority than some other interface,
and if he leaves the NIC connected and the Wifi enabled, if
one of them is not working, the other one should allow him to post
at least.

I've tested the Windows hotspot capability between two
Windows desktops (with the downstream desktop disconnected
from wired Ethernet), and it all worked OK. Initially,
I couldn't figure out where the password was, but after a couple
tries I spotted where the password had got to, and once the
password was entered in the other machine, it was working.

.... and it's just struck me .....When I am unable to connect, rather 
than giving up and playing Microsoft Games to keep me amused .... I have

So tell us why the hotspot failed.

Does the hotspot device actually have an internet connection itself?  Is 
it 2G/3G/4G/5G or some sort of point-to-point wireless?

Have you followed the instructions for setting up the hotspot?

What do you see from your PC when you try to connect to the hotspot?  Is 
there any error message?

I can turn on 4G access on the phone and use it for web-browsing.

It seems I have failed, over and over again, to connect my Computer to 
the phones Wi-Fi. Indeed, now I find the phone will not Wi-Fi connect to 
the Computer directly.

The phone's Wi-Fi connects to the Telco's Modem and then tries to use my 
(throttled) Telco account .... sure.

But Wi-Fi connect to my mobile phone (which is sitting on the same table 
as the Computer), NOPE, don't want to do that. ;-(

You may have misunderstood what the phone is telling you.  "Wi-Fi 
connecting" probably means "connect phone to a wireless access point, 
(probably one in a router)".  What you want is "make phone function as a 
wireless access point".

To achieve this normally you would need to enable "hotspot" but the 
terminology may vary from one phone to another.  So exactly what make 
and model of phone do you have?

Once you have enabled the hotspot you should see a new WiFi signal on 
your computer.  The name of this WiFi signal will be something relating 
to the make and model of phone.

Mobile Phone model Aspera Jazz 2 and I have now turned Wi-Fi hotspot 
'On'. It tells me I am using WPA2 PSK Security (does that mean 
anything?),there is a (12 Digit) Hotspot password and is using the 
2.4GHz AP Band

.... and what do you know .... there is a 'Aspera Jazz 2' Hotspot device

It seems to suggest it has connected via 'Aspera JAZZ 2' and the Mobile 
phone is now showing 'Android system     Tethering or Hotspot active 
1 connected 0 blocked'.

But .....
"Sending of the message failed.
The message could not be posted because connecting to the news server 
failed. The server may be unavailable or is refusing connections. Please 
verify that your news server settings are correct and try again."

So I've re-enabled the Telco Modem Wi-Fi and here we are!! (I hope!!)

Did I just have a 'Doh!!' moment?? When I picked up my mobile phone to 
turn off the 'Hotspot and Tethering' .... and realised I hadn't actually 
turned ON the phone's mobile data function .... so, second time around .....
