The general rule was that once they were in use in one country it would take a full hydro and recertification to fill it in another. Or, in some cases, transporting it with your car. Which meant you had to rent tanks if you went diving across the border; at least if you did it legally. The intervals varied widely, from one year to ten. Now we are slowly getting into an EU-wise common regime of one hydro and visual interval for all of EU/EES; and the hydro and visual of one country is respected by all. Even NAFTA is in on this, so I can use the same tank in MX and Finland. This is a minor issue, but one that had great hassle factors for the ones involved. This goes on and on, with more than 50 000 technical standards of the same type. The GSM mobile if an upshot of this. One standard for at least a continent, now the world. -- mrr

The US had a horrendous Civil War that, I think, caused more casualties than any other we've fought, but fewer than 50 years later we had reunited and fought a war against Spain together, and would soon go into WW I as a united country. If anyone was talking about a united Europe around the start of the twentieth century it would have been in terms of "United under our rule", for the most part though it's been squabbling over the boundaries like many old neighbours. Afghanistan and Iraq are examples of the US lead western alliance acting as world policeman. Won the war quite easily, but lost the peace. Syria and Libya are examples of the US standing back from the police task, and letting the powers that be flesh it out. They are still at it many years later. Interesting tidbit: Norway and Denmark had a very active involvment in the campaign to overthrow Ghadafi. Now it has surfaced that there were 5-6 attempted spectacular assasinations from Libya against officials here that were only avoided by vigilante intelligence, and some in the very last minute. One of these was against our king in 1978. So this campaign may have been a payback. Lots of things happen in closed parliament sessions. -- mrr

In 2013, the FBI identified over 3,500 victims (2/3 where Black) of racially motivated hate crimes. There have been over 4,700 extrajudicial hangings in the USA, mostly in the South. That's a four-bit word is another word for lynchings.
