This leads to the lead programmer correctly stating that the time will be from 4 to 400 man-years. So they hire consultants to make a bid, but this just heaps on complexity without giving much in terms of actual specifications. So some large programming/consulting outfit with some pet hardware, software and implementation model wins the bid; after making 100 assumptions. Implementation starts, and when 90 of these assumptions show up as wrong after 3 years of 100 programmers in action there is not much the original offerer can do. -- mrr
