You should have this switched on in Windows Update.
But it likely doesn't help if there is a blocker preventing entry.
Microsoft is constantly flipping those blockers, as they discover
this or that. Sometimes, a company actually repairs a blocker,
and then that blocker is switched off.
"Get the latest updates as soon as they're available"
Even if you flip that, it might pretend to pay attention to the
hours-of-use when picking a time to "show up". It's not like
30 seconds after flipping it, there is a guarantee of visual
success symptoms and forward progress.
Since the blocker system, does not have a GUI with a readout,
if there is any capability at all to check, it's pretty well
hidden. Some people have games installed, with a certain
anti-cheat software, and the Upgrade won't come in as long
as the anti-cheat (which needs repairs) is still there. But
there would be no message telling you all that.
