And sure enough this one below has an answer that worked!  You have to 
use the settings inside the iTunes program and change from using 
"Windows Audio Session" to using "Direct Sound".  Close and restart 
iTunes required.  Then the audio sound output can be changed using the 
volume icon in the taskbar like other programs do.
