Then, highly unlikely the March 31 2025 install(which could only be an 
earlier LCU or  March's LCU Preview for the April LCU.

Both have been installed on this device, the March LCU and the March 
Preview.
  - Clearing jump lists via personalization/Start/ on W10 22H2 is still 
working.

After installing the April LCU(which also included a SafeOS and WinRE 
patch)..clearing jumplists still works.

i.e. something else in Windows may be corrupt or a third party(if 
present)application/app is interfering.

VanguardLH suggestion to use the DISM command for assessing the Windows 
image and component store health should be done.
- Prior to doing so, ensure that all features and settings related to 
jumplists appearing anywhere on Windows should be disabled)...once done, 
if desired follow-up by running sfc.  Restart the device, restore all 
jumplist settings to their earlier settings..then test again.
