Hi Paul, I appreciate you sticking with the focus on the solution of how to copy a photo from Windows to iOS without having to use the Internet to do it. I figured it out just moments ago, and it works so well that I will write up a step-by-step tutorial so that EVERYONE on Windows can do it too! It turned out to be easy - but of course - that's after I tried a bunch of methods, all of which failed of course - but this last method worked great! Essentially, all you do, to get a file from Windows to iOS, is serve it on Windows in any web server and let the iOS web browser download it. It doesn't require any other software but this open source HFS server. I didn't have to mess with anything other than the Windows firewall.
