Established systems are incredibly hard to reform and revolutionise, 
especially in a global context.  The current system is still based on 
the original, developed in the days of the telegraph.

Another massive factor is the reluctance of the banks to invest in their 
infrastructure.  Decades-old legacy computing systems are still widely 
used for all this boring crap that doesn't earn any money.
