It's more complex than that.

Government has to cater to those who do not have a powerful lobby or a 
sympathetic cuddly image.

Government also serves to even out the discrepancy between costs and 
benefits.  Services such as the mail or public transport may not be 
viable as commercial propositions but the overall benefit to society and 
the economy are very considerable.

Ideally, government should also be an institution which transcends the 
narrow interests of single groups, to act as a check and balance 
mediating between all of them.  That requires a bit of involvement.
