It is a known problem with network/wifi adapeters when upgrading from 
Win 8.1 to Win 10 , especially if you have an anti virus program like 
Avast or  Kaspersky Internet Security installed or a Cisco VPN client 
installed.

If you have these above anti virus programs installed , you will need to 
uninstall them , re-boot the PC and then re-install the program.
