No, no, no.  Scrolling is much more naturally done with the
hands or fingers.

The foot is more natural for the occasional and odd single click
type action.

One thing that is needed is a left-button lock.  Most graphic
software like the GIMP allows for making selections while
holding down the left button.  But for large and intricate
selections, this action becomes awkward and tiring after
a few seconds -- and once the button is released all your
work will vanish.

X Window has an accessibility option for locking the left
mouse button, or at least they used to have an option.

However, a left button that is also wired to a foot pedal would
also allow the same thing.
