I don't know, since I have not really ever used Gnome3, but googling shows
that there used to be a "Window" theme option under "Appearance->Theme"
in gnome-tweak-tool.  It is no longer there, and apparently window
decorations are now controlled by GTK+ Theme, which does not appear to
be customizable.  They have broken Gnome so badly now that I don't how
anyone could bear to use it.  Mate is somewhat restrictive in its own
right, but it at least has basic flexibility that you would expect
of any DE.  Gnome3 has taken restrictions to a ridiculous level.
