The point is that, prior to ANSI C and the introduction of "const",
there was no way to unbreak and un-booby-trap such code. It was
not possible to enforce read-only semantics for an object or
via a pointer. (I suppose you could have hidden accesses behind
function calls, but the language provided no way to ensure that
those functions were written correctly.)
Such code was "broken" only in the sense that it was written in a
language that provided no way to unbreak it. That is, of course,
why "const" was introduced.
