Here in Washington state, only well-regulated, licensed
tobacco retailers may buy, ship or receive any kind of tobacco;
so I can't ship it to you & you can't ship it to me.

Washington state taxes loose tobacco at 100 %;
in total, cigarettes are taxed at (about) 1000 % (10x).

Marijuana is taxed at 35 %, much lower;
but, due to numerous restrictions/regulations, 
it costs about 250 $ per 28 gram "pack".
