In Germany, where I live, we have a civil law called 'BGB' (= 
Bürgerliches Gesetzbuch).

It declares, that you cannot acquire ownership, if the possession 
('Besitz' in German) is based upon anything illegal.

Therefore you cannot own a stolen object, nor sell it or give it to 
somebody else for free legally, because the stolen object remains 
stolen, whatever you do with it.

In the USA they have different laws, but I don't think, that armed 
robbery is allowed there.

But Venezuela does not belong to US-jurisdiction and only international 
laws are applicable, besides from the local laws.

Hence the USA cannot allow themself to capture land, which is not theirs.

having the item knew, that it was stolen.

of the UN, or someone at a future meeting of the
UN?  Who really knows?
