Speed of light...outside

I'm very confused about
the speed of light...

there are questions i don't
have the answer to..

What is the speed of light in
earth's atmosphere compared to outside of
earth's atmosphere?

I know in a vacumn it has a fixed number..

but I'm refering to outside a vacumn, the speed of light
in earth's atmosphere compared to outside of
earth's atmosphere?
