Es wird immer noch davon abgeraten und Leute die es doch versuchten,
berichten auch unter Windows 8.1 von diverse Seltsamkeiten. Insbesondere
während der Zeitumstellung im Frühjahr bzw. Herbst.

Daher wird eben weiterhin davon strikt abgeraten und
manuelle Registry-Einträge zeigen im Grunde nur das es
für Leute die es unbedingt wollen möglich ist,
aber nicht wirklich supported wird.

Der Hotfix beseitigt nur ein Problem, das sich der Rechner während der  
Umstellung von Normalzeit auf Sommerzeit aufhängt. Nicht sonstige
mögliche Seltsamkeiten.
