Ja, das scheint das Hauptübel zu sein.  Ich habe dafür schon extra eine
eigene Version der "fill-flowed" aus mail/flow-fill.el¹ mit einem
Würgaround für genau diese Fälle.  Bisher konnte ich keine negativen
Nebenwirkungen feststellen, ich nutze den Emacs allerdings nicht (mehr)
für Mails, und habe daher eine eingeschränkte Nutzung.

¹ Das ist die Funktion, die Gnus letztlich für das Formatieren von
flowed nutzt.
