With my iPhone SE and a pair of Etymotic Research ER7-MC3 earbuds, I can
pause and resume music after leaving it paused with the screen asleep
for seemingly any length of time. That's been the case with any of the
iPhones I've owned through the years as far back as I can remember. So I
suspect something is wrong with your device. I'd bring it into an Apple
retail store and have them look at it.
