Could be, yep. Also could be malfunctioning video hardware though.

That doesn't mean Apple won't repair it though. Asking certainly won't
hurt.

Sure, but I wouldn't assume Apple can't do the repair. And I would trust
Apple's diagnostics over some small shop.
