A "recovery partition" is rather silly. Not only does it waste disk space, but if the hard drives dies, the likelihood is that the Recovery Partition goes with it. Trying to reinstall from the Internet is also rather silly. Not everyone has nor wants the internet or has the internet connected to every computer (a school for example may not want the internet connected so that kids are doing what they're meant to be doing). All computers should ship with separate restore media in the box - CD / DVD, USB stick, mini USB hard drive, whatever.
