I have a friend who arrived here in Israel with a brand new Mac laptop 
running 10.8. They would like to be able to use it to receive the 
local TV broadcasts. 

The broadcasts are transmitted using the DVB-T system. Windows USB dongles
for DVB-T sell for as little as $10 on eBay, and $20 locally. 

There does not seem to be sold here any for the Mac at all.

The best solution, IMHO would be a driver for the  RTL2832U chipset with
either an E4000 or R820 tuner (both sell for under $20) and VLC support
for them.

VLC will tune and decode the video and audio under Windows and Linux.

However a working package would be good too.

Any information would be appreciated.

Three minutes on google would have shown you there is nothing like
that project in current development. :-(

At least that I could find.

The only thing I can find is an Elgato Eye-TV (several Mac versions),
which cost around $100 or more. :-(

I certainly am not against paying for software, in fact I bought the full
version of DVBViewer (Windows software), which was $15 and works with a
$10 dongle.

It's just that $100-$150 seems like a lot of money.

You might try running Windows 7 in a VM.  Here in the States, that will 
cost you $80 for Fusion or Parallels (or free for Virtual PC for 
occasional use) plus a copy of Windows 7 OEM ($119 on Amazon).  Then you 
can try your $15 software on it and see if that works.

Windows 7 Home Premium will not run Virtual PC; you need Windows 7 
Professional or Ultimate to run that, so it's not really free.

Seems like a long way around for a fairly common function. After all, there
are free programs for Windows, Linux, and Android that work with the cheap
tuners, so why pay $150 for something for the Mac?

In fact for $150 I can get a 7 inch Android tablet with a DVB-T tuner. 

Remember we are not talking about the US anyway, these devices don't work
there.
