FYI. I tried making a new Mac OS X admin account similiar to the 
original account. I didn't connect to any accounts like iCloud. It was 
fine. I tried to reproduce the issue by deleting the default contact 
cards and restarting Messages. No problems. It wouldn't let me send text 
messages. I think I need to make accounts to do that.
