I have just tried to print a PDF file (217 KB) received by e-mail. Opening the file with !PDF and using the RISC OS PoScript 2 Printer Driver the spool file was 15MB. I left it to print while I drove to the Post Box and back, and only 21% of the file had even found its way to the printer. Transfering it to the Windows XP machine, using Adobe Reader and the dedicated HP 2100 PostScript driver produced a spool file of less than 0.5 MB. No, that is not the case. The RISC OS PostScript driver never makes a
bitmap out of anything that is not already a bitmap. It can produce
huge output for some bitmaps though. If that was the cause of the
problem, the PostScript 3 driver would help. However, the huge size
could also be caused by the way !PDF interprets the PDF file. Of
course, without the actual file, this is all speculation.

Of course, without the actual file, this is all > speculation. I suspect that it is a PDF of a scanned document, as there is a rubber stamp and signature on the document. (I assume that the German tax authorities no longer insist that an invoice or receipt over a certain amount must be certified with rubber stamp and signature, but I imagine that some people never give up such practices.) Exporting as draw gives a file of almost 16MB, which appears to consist of a single object which is rather larger than the original A4 contains far too much white space...
