I have removed the Simtec board, the second CD drive and the second
harddrive. The boot harddrive and the remaining CD drive are both now
plugged into the motherboard socket. Floppy drive is also unplugged
for the moment.

It's configured for 1 CD drive and 1 IDE harddrive. Tried setting to
0 IDE harddrives as you suggested, but then my boot drive disappeared;
I had to reset to 1 IDE harddrive from commandline *configure and
reboot in order to see any drives at all.
However, this drive (singular) does identify itself as ADFS::4 on its
iconbar menu. So I'm confused about IDE vs ADFS.
I click on the CD icon and still get the frustrating message:
Message from CDFS Filer:
CD-ROM drive not found.
Aha! Did *modules and then *rommodules and spotted that several
modules with names CDFSxxx are active, but CDFSsoftATAPI was
unplugged. So I did *rminsert for it, then it showed as dormant, so I
did *rmreinit CDFSsoftATAPI, and behold the drive works!

The Simtec documentation does talk about CD drives -- context is
something about reflashing its rom to disable modules such as CDFS and
Atapi if you don't have a CD drive and want to save memory.
I'll now try putting the Simtec Dual IDE card back in (it's a queer
short podule that goes only halfway toward the back of the RiscPC) and
the other drives and see what happens.
The second drive, by the way, called itself IDEFS::5 on the iconbar
before I took the machine apart.

I did *modules and *rommodules on the Iyonix now to see if it's the
same problem as above. Several CDFSxxx modules are listed, including
CDFSsoftAtapi -- none of these are dormant, and nothing is unplugged.
I checked the physical connections in the Iyonix, and everything looks
OK.
