I'm mainly concerned about run-time. If the program hasn't invoked undefined behavior, I don't thinkk it's conforming to inject gratuitous diagnostics into the program's run-time, such that they appear as if they were its output on stderr or stdout. Those diagnostics have to go to some special debug port. Also, not conforming to arbitrarily terminate the program.
