Then I suggest you get a protocol sniffer and test it yourself. I
believe the text traffic travels from client to server to client but
the file sharing (and I know this is true for IRC), is negotiated from
peer-to-peer once they have set up the session via the
client-server-client channel. At least that was the case as of several
years ago when I tested those protocols.

But these are not programming issues, they are protocol issues and at
least in the case of IRC, they are clearly documented in the
literature.
