No they weren’t. They were still focused on producing their own
useless Hurd microkernel, and refused to accept Linux-specific patches
for things like glibc.

So the Linux folks had to fork it. It took years for it to become
clear to the GNU folks that they had better start paying attention to
this upstart Linux kernel. And so we had the grand libc5-to-libc6
reunification, and the end of the Linux-specific fork.
