Over the years we worked around it but being a Unix based suite the the 
code assumed the configuration files would have <LF>, not <CR><LF>. 
Someone would open them in WordPad which would add the <CR>. We eventually 
trained the support people to use Notepad++ which doesn't helpfully add 
characters.

iirc if you typed a last line in WordPad without hitting return and saved 
the file there wouldn't be a line terminator.
