I'm not sure what needs to be clarified.  The problem is that I need
to communicate with a dumb user, and his IT guy is not competent
enough to handle the simple task of making a dumb users Outlook
installation PGP-aware.

This means I need to suggest tools that are both easy for the low-tech
IT guy (for lack of a better term), and also easy to use for his end
user who knows even less.

Under these lousy circumstances, what I would hope for is a GUI MUA
with big buttons that has all openpgp capability built-in, so that
only one application needs to be installed on his machine (not a
separate generic pgp implementation + MUA + plugin), and ideally a GUI
wizard for key creation.  I'm appalled that so many years after
Zimmerman's movement to bring PGP to the laypeople there are still no
fool-proof tools to handle this ("fool-proof" in the sense that the
user and his IT guy are really low-tech).  Of course, the user is
smart enough to be able to enter a password when prompted, and also
perhaps work out how to import and export public keys if there are MUA
buttons to do so.  ATM, the hinderance is the IT guy who could not
install a plugin for Outlook.

With my setup, I have the flexibility handle PGP/mime as well as the
old style inlined PGP, so it doesn't matter how the other tool
implements PGP.  I can handle whatever he ends up with, as long as
it's PGP.
