Yes. It describes most hobbyist programming projects, irrespective of
programming language.
However, some languages have developed a culture that results in a
repository of useful code, even if much of that is written by
hobbyists. Still, even in these languages most hobbyist programs are
described by the paragraph above, and most professionally developed
programs share many of the same characteristics. The difference is
that the small fraction of the programs where the programmer can be
induced to go the extra mile, the programmer is actually encouraged to
do so.
