No, it's not.  He want's to know what he legally can put in his HELP from
the ANS Forth-94 specification.  It's not much, unless he provided the whole
thing.  Only that which is required to comply with implementation of the
Forth specification can be used without permission, or that which is so
trivially small the courts won't handle the issue.

I don't know what you're talking about.  "X3J14 dpANS-6 - June 30, 1993",
the last draft version I have, has no license at all, has no copyright claim
at all, both of which would be needed in order to license one to use it, as
you've claimed it's been licensed.  It has a legal disclaimer refuting all
liability for any use or misuse.

No one is making up copyright marks.  He has made up a name for the 94
specification.  He thought it needed to be copyrighted since there is a
standard.  It doesn't.  The name he presented is his content.  It doesn't
need a copyright.  It didn't come from the standard.  But, since "dpANS" is
part of the drafts, I suggested alternate names, which are my content or his
if he uses them or makes up something else, if he is worried about some
type of copyright infringement on "dpANS".  He shouldn't be since it's not
copyrightable, i.e., too small for protection.

Yes, copyright exists under State laws without it, but only within that
State.  But, as the FAQ he quoted shows, there is basically no legal
protection in US Federal courts without a Federally registered copyright.
