I don't understand what distinction you are trying to make here. The
original specification is as it was, there is now an official
clarification/interpretation. Together they clarify this particular
issue.
Anyway, it seems to me that this refutes your claim that "We haven't
seen very much ambuguity, and not in any cases that a test suite could
sort out". Note that the clarification came about by an
implementation tripping over a Hayes test, and the implementor then
asked the TC about this issue. If we did not have this Hayes test,
this clarification probably would not have happened, and maybe this
implementation would still copy the EVALUATEd string.
