Yes, C is a relatively low level language. That doesn't make it an
assembler -- and the quotation from K&R1 doesn't say that it is one.
The relevant distinction, in my opinion, is that code written
in assembly language specifies a sequence of CPU instruction,
while code written in a higher level language such as C specifies
runtime behavior.
(I'm quite familiar with the history of C, BTW.)
